- <p> DIED. Robert B. Carney, 95, retired admiral and former
- commander in chief of North Atlantic Treaty Organization forces
- in Southern Europe; in Washington. During World War II, his
- mastery of naval strategy earned Carney a score of medals and
- citations from the U.S. and Allied nations. While serving as
- chief of naval operations under President Dwight D. Eisenhower
- from 1953 to 1955, he championed a stronger Navy over air power
- to deter the Soviet Union.
