  15. <p>     DIED. Robert B. Carney, 95, retired admiral and former
  16. commander in chief of North Atlantic Treaty Organization forces
  17. in Southern Europe; in Washington. During World War II, his
  18. mastery of naval strategy earned Carney a score of medals and
  19. citations from the U.S. and Allied nations. While serving as
  20. chief of naval operations under President Dwight D. Eisenhower
  21. from 1953 to 1955, he championed a stronger Navy over air power
  22. to deter the Soviet Union.
